Legal Question in Family Law in Arizona

Let me explain the situation before I ask the question. I have a grandson, my daughter signed over parental right to his father and he went to live with the father and step mom. Prior to that my exhusband and I raised this little boy. In May of last year Dad committed suicide and supposedly sign papers for stepmom to adopt him. Dad had no probelms with us having visitation and stepmom has slowly reduced those to 4 hrs a month. Recently they decided they were moving and my grandson started to act up. She placed him in the pyschiatric ward for 3 weeks (we weren't allowed to visit)and they diagnosed him as bipolar and PTSD. He got out yesterday and she bombed us with the are now moving to Oklahoma next weeks. Well she just text that my grandson had to be readmitted because he was out of control. What if anything can I being blood maternal grandma do? Please help we are out of our minds
