i am a 19 year olf college student with no assistance from my father who is presently out of the country is he held liable to assist me.

If your parents were divorced and their decree specified that they were to pay for your college education than you may have grounds to ask for assistance. If however that is not the case, there is no law in Arizona that requires a parent to pay for the college education of an adult child.
