Can you take a father rights away by posting an add in the paper knowing his location and collection child support and continue to collect child support after you change the childs name?

You can egally terminate a Father's rights through a "Petition for Termination of Parental Rights". In some circumstances, this Petition can be served "by publication. In some circumstances, the COurt will change the child's name as part of this process. And yes, a termnation does not affect Father's obligation to pay child support.
