Legal Question in Family Law in Arizona

i filed for a divorce,and a restraining order from my spouse they law enforcement public servers said that they can't serve him the documents because it is on private property and no one is willing to follow him to the place he is staying i do not have an address for him but i know he is living at that apt.a person followed him there.How can i get him served.
