I filed a temporary order for spousal maintenance and its been 3 weeks now and still no order has been set by the judge.Is this normal?

It can take several weeks before you hear from the court regarding the date(s) set from your motion for temporary orders. You may want to call the judge's division to ask his/her judicial assistant whether a hearing has been set or whether they might be waiting for something from you to complete the motion.
Not only can it take weeks, as Monica said, the court will first set a status conference(resolution management conference) before an evidentiary hearing is even set.
Have you had a hearing yet? The Court will not simply pick a spousal figure, but instead will schedule a hearing. It will usually take TWO hearings to enter temporary orders.
