Legal Question in Family Law in Arizona

I have a friend that is in very much need of legal help . about 4 years ago him and his mother to his 5 children split up. it was Christmas day she left with kids and he never heard another word till 4 months later she calls him says she's dropping off his twin daughters she has her sister do it and him or the girls don't hear another word from her for almost 4 years

The children she kept they turned against my friend and his family . she called 4 years later say she sending her sister to pic up the twins she would like to see them .he said ok because he swore he would not do to her with twins what she did to him with the rest of the kids. she said they would be home Monday and the last he heard from her she said not to forget she has family in law enforcement
