gaurdianship of a minor

I have a 16 year olf female who has been living with us for a few weeks and i have now found out she is a runaway. she was in living in a group home due to the fact of several counts of breaking her probabtion. she was to spend the duration of her minor years there until 18 years of age. she found out her mother was looking for a foster home for her and she ran away again. she thinks she is a child of the state but isnt sure. what do i do? she hasnt been in any trouble, she is studying for her g.e.d. which we need her mothers signature for. I am in a bind because i dont want to turn her back out and she doesnt want to go either. she has been a productive member of society since coming to us but i need to be covered legally. can you steer me in the right direction?

If the mother does not want responsibility, then you should ask her to agree to placing the child with you under a guardianship.
