Clearly the first thing she should do is apply for an Order of Protection. This will be a document from a judge prohibiting him from coming within a certain physical distance of her and/or communicating in any way. This should be obtained or copies provided to the police department of every jurisdiction where he and she are likely to run across each other. Also, if it's really urgent, a temporary restraining order can be requested, usually 72 hours with a renewal option for a more permanent order. Best of luck!
