can a grandparent take a child out of city limits with out parental consent

A grandparent cannot really do anything with a child without parental consent, as long as the parents' parental rights are intact. Sorry.
Does the GP have any manner of Court Ordered Grandparent's rights? If not, then the GP cannot really do ANYTHING that you do not grant permission for. If her behaviour persists, perhaps a demand letter from us would help. We can certainly help you consider this or other options.
