Grandparent's rights

My grandson is here with me in Arizona on a temporary custody basis. His mother is in Texas. His father's parental rights have been severed. Do I have rights? I am the paternal grandparent.

anyone can apply for custody of a child, whether related or unrelated as long as you have been "standing in the place" of a parent and the child has been residing with you. Since the child is residing with you, I would file a custody action. Question is how long have you been in AZ because jurisidiction won't likely be here until the child has been here six months.
