my husband has a daughter from a previous relationship. After 3 years or her games and making things difficult and trying to ruin our marriage, my husband wants to remove his rights. His daughter has become mentally unstable. The mother feeds her lies and causes her to hate us. Is there a way we can actually give up his rights. Please help we honestly believe its in the best intrest for his daughter.

There are other options you may want to explore, as well as severance. You could ask for father to be primary, or for a parenting coordinator. However he may still want to discuss severing his parental rights. It is a complex process, which requires quite a bit of detail. Until the child is adopted, your spouse would still be responsible for support of the child. If Mother will agree, then yes he can both terminate his rights and his child support obligation. Without Mother's agreement, he cannot end his obligatioin, even if he chooses to forfeit parenting time.
