Legal Question in Family Law in Arizona

My ex and I have joint custody of our 2 children. They resided with me for most of their life, without court orders, they currently reside with him because they were in California (where our orders are) for longer than 6 months because he took them from AZ for a visit, hid them from me, and wouldn't return them. Now he has moved to Montana, I reside in Arizona, I always have. Since we have no upcoming court hearings in CA, he hasn't filed anything in MT, and the girls were born in AZ, am I able to file for custody and support in AZ and try to get my children back.

Perhaps. But since they are not here, he could also try to get it moved to Montana. How long have they been there?
