Can I legally change my kids last name from my ex's last name to my husbands last name without my husband adopting them?

Yes.

You can file a "Petition for Change of Name of Minor". The child's Father will have to be served. If he contests, there are no guarantees. If he agrees, then there is no problem.

You could also consider a "Termination of Parental Rights" if the biological Father has no contact with the child.
