If the mother and child reside in Arizona, then your husband could consider filing a paternity action and requesting that appropriate orders be made regarding custody and parenting time. If the mother and child reside in a different state, he would need to consult with an attorney there to determine what the laws of that state dictate in situations like this. Either way, I recommend she speak with an attorney to discuss his options and choose the best course of action.
