There are a couple of contexts for this. For example, if the parties placed agreements on the record, and the judge ordered one of the parties to put the agreements in writing as a form of decree for both to sign and submit, and the other party will not sign the decree, then the first party can "lodge" the decree with the judge to finalize the divorce (consistent with the agreements on the record) without the other party's signature. On a simpler note, if both parties sign a decree and submit it to the judge for signature, that is also called "lodging."
