Money collected from deceased father

I know a 16 year old child whose father passed away. His mother is being given checks that are meant for her 3 children. Legally, are the children entitled to the money? The mother is not issuing the money or saving it for when they turn 18. What can the 16 year old child do?

If the money is distributed for the support of the children, then the Mother is entitled to use the money to care for the children now. You need to learn the purpose of the distributions
