can my mother in law get custody of my kids because the father is in rehab and i am filling for a divorce. the kids are enrolled in her reservation?

Well, it is possible. However, courts give first preference to birth parents. It also depends on where the children have been residing. If it's mom-in-law's reservation then yes it is possible they might place them with her. But it's still more likely you would get custody, at least until dad gets out of rehab then the courts might reassign to him or give shared custody, etc.
