the mother of my small children is withholding my children and refusing any contact and its been 2 weeks, no court paperwork has been filed yet what are my rights to see my children before the courts intervene?

If there NEVER has been any paperwork filed, and you have never been married, then there is nothing that can FORCE access. We could perhaps contact her and attempt to convince her to allow access.
OTHERWISE, you can and should file for expedited temporary orders, in addition to all other necessary paperwork.
