Normally child support is handled by the state where the parents and child live or if the parents are in different states then preferably where child and primary custodial parent live or, in the alternate, the paying parent. I think AZ would be unlikely to take the case. CA would be a better bet. It really shouldn't matter what state though unless adjustments need to be made and you have to go to court (for convenience sake only).

Just because someone moves out of state does not mean that you stop paying child support. The current order should state the amount that you are to be paying monthly and who you are to be sending the child support to, such as the mother or the state disbursement unit who then forwards it to her. This way she continues to receive support and you don't accrue arrearages. If not, arrearages accrue against you.

If there was no child support ordered in the original order, and if you now want to set up child support, you will need to hire a CA lawyer to accomplish this. You can also try contacting the CA AG's office for assistance.

Next, if there is a current order for child support, you can't transfer that child support order to AZ, as the child does not live in AZ.

You will need to hire a CA lawyer to Transfer and Register the original Order (Custody and Child Support) in CA, and then the AG in CA can take over the case to enforce child support and enter any arrearage order necessary for arrearages. Also, a private CA attorney may be able to assist with this process.
