Non Custodial Parent Abandonment

My daughters bio father has not seen her in 2 years nor has he paid any support in 2 years. The last contact he had with me was April w/a one line email asking how my daughter is doing. Before that, it was Christmas with a present we are assuming was from him but aren't sure. Is this considered abandonment? And if he decides to start contacting us (which I am sure he will once he finds out that my fiance wants to adopt my daughter when we married) does the time period considered for abandonment start all over?
