Legal Question in Family Law in Arizona

My ex owes me medical/dental reimbursement money from July 2009. Our Divorce Decree states that the reimbursements are considered additional child support. The Divorce Decree also states that Father's right to claim the tax exemption of one of our children in any given year is conditioned upon payment by Father by December 31st of the total Court-ordered monthly child support obligation for that calendar year and any Court ordered arrearage payments due during the calendar year for which the exemption is to be claimed. Does this mean that because he owes reimbursement money that is considered additional child support by the Court that he does not get to claim one of our children on his taxes? Does that also mean that I can then claim both childre?

He can claim the dependents as long as he is current on child support and current on payment of court ordered arrearage payments.
