Paternity-Dna Testing

If a non custodial parent(father)signs a hospital paternity form can he come back later and say he did not know what he was doing at the time he signed and then request Dna testing?

Under certain circumstances, yes. It really depends upon how much time has passed and what sort of Court orders (if any) have been entered.
