Power of Attorney for Custody battle

What specific powers must be granted in a power of attorney, so that when a person (mother) is challenged for custody of her children, another person is required to be notified and may act in her (the mother's) stead.

I would need for information before answering this question. For example, is the mother incapacitated so that a power of attorney is necessary? Generally, the only people required to be given notice of custody issues are the parents or legal guardians.
