can petitions be handwritten?

Although the court prefers type-written or word-processed documents, they will generally accept handwritten petitions if they are legible and in the proper pleading format.

You may want to check your court's website to see if the necessary petition is available to download. If so, you can print it and hand-write the "fill-in-the-blank" portions.
