Legal Question in Family Law in Arizona

Is there a reason why an attorney would have to hold a paper for 30 days? My friend signed papers releasing all his rights to his child to the mother of the child and the papers said he would pay no child support. The lawyer said that he would have to hold those papers for 30 days before he could bring them to a judge to be put into effect. Is this correct?

I have never heard of that rule. However there may be a "thinking" period required before a relinquishment of parental rights goes into effect. I don't think so, though.
