Reguarding/mandatory maturnity test/keeping child in state

My questions are pertaining to child custody. Can I represent someone in Ohio here with a power of attorney giving me the power to sign this persons name? Also what do I have to do to file a mandatory maturnity test? What do I have to do to prevent the mother from leaving the state with the child in question?What do I have to file to keep her nad the child here? There is a child support ordered against the father but the mother keeps moving and hidng so we can't forward the money and when we find her she moves again. At this point we have heard that she plans to move to new york with the child.

My questions are pertaining to child custody. Can I represent someone in Ohio here with a power of attorney giving me the power to sign this persons name? NOT SURE ABOUT OHIO LAW. IN ARIZONA, THIS DOES NOT GIVE YOU POWER TO REPRESENT SOMEONE IN COURT PROCEEDINGS, UNLESS YOU ARE A LICENSED ATTORNEY

Also what do I have to do to file a mandatory maturnity test? IN ARIZONA: YOU NEED TO FILE A PETITION, INDICATING THE BASIS FOR THE TEST.
