Removing children

My ex-husband and I have joint custody, with myself as the custodial parent. In our divorce decree it states that if either parent moves from their current county, the other remaining parent must approve the continuation of joint custody. My ex has moved from the state and tells me he will keep the kids with him permanently on their next visit. Can he do that?

No. He cannot do that. In Arizona, the ability to relocate is governed by statute. I think it is pretty difficult to convince a Judge to allow the children's relocation.
