when a respondent files his response to the initial petition and states allegations of abuse or neglect, can petitioner file a motion to strike the specific allegations within the response and if so, in what format?

You can file a Response contesting the allegations. You can also ask for sanctions if the allegations are not well-grounded in fact or law. I am not sure "strike" is the correct request.
