responsible party for all debts before/after adoption

devorse decree states mom has full custody,father to pay support,devorse filed in l.v. nv.mom moves to tucson,mom & dad verbally agree to let mom raise kids

mom refuses to let dad see kids,mom re-marries and they adopt kids in tucson,changing last names of children.In between devorse and re-marriage,mom gets financial support from state(welfare,food stamps)not sure what.Now dad has a $12000.00 lien on credit report from mom recieving moneys from state while in between devorse and remarrige.When they adopted children..ARE they responsible for ALL debts of children prior and after adoption?????

The adoption itself does not change any liability natural mother has, period. Any liabilities natural Father has BEFORE the adoption remain, despite the adoption. Any post-adoption liabilities would stay with Mother and adopted-Father.
