Sibling visitation

About 9 years ago my mom and dad got divorced. A year after she decide to move to a different state. My dad had custody of me and my younger brother so we stayed with him. Due to financial issues i have not seen my borthers or sister for over 2 years. Just recently I purchased plane tickets for my sister to come down and visit but my mom will not send her. What can i do?

Your Dad has the right to force visitation, but I am not sure that you have that right.
