how do i sign over Partial custody to my daughters father?

I'm not exactly sure what your objective is - do you want to share joint legal custody? Shared parenting time? Are there already orders entered in your case? Generally speaking the court will adopt any agreements that the parents believe are in the best interests of their child, so if you and the father are agreeing on a particular arrangement, it may be just a matter of drafting the appropriate documents to submit to the court.
