Terminating Guardianship

My husband's parents have guardianship of my husband's children. They have had guardianship for one year, until we were able to effectively care for the children. The children have lived with us for the past six months and guardianship is being reviewed this month. Original understanding was that they would resign their guardianship at the one year review and the children would be fully ours at that point. However, father in law told us that they will not be resigning guardianship and will advise the courts that it should continue. Is guardianship a difficult thing to terminate? Should we hire an attorney?
