Terminating parental rights

I recently contacted my local court to terminate the rights of the biological father to my two girls. I was informed to buy the papers file them and then place an add in the paper to attempt contact. After doing all these things that the court instructed me to do I showed up to my court date and was told by the judge that he would be unable to do anything with my case that there are many more things I needed to do and to contact a lawyer. My dilemma is finances to pay a lawyer however I do have legal custody of my children and there biological father has no rights to them I do not receive child support and he has not been around since they were baby's and that has been 6 years I do not know his whereabouts and the man that has raised my two girls since they were baby's would like to adopt them and we can not proceed without parental rights being terminated please help.
