Wife left husband 9 years ago

My partner and I have been living together for 9+ years; his 2nd wife left him 10+ years ago and returned to her previous boyfriend; he doesn't know where she is or how to contact her; how can he obtain a legal divorce?

Thank you for your inquiry. If you can't locate your spouse, you may be able to publish notice of the divorce, and then proceed by default (which means that the other spouse does not participate at all).
