Legally, can a neighborhood assn schedule a meeting without notifying the members of the assn??

You don't specify what kind of meeting the HOA scheduled. For some meetings 10 days notice is required by mail or hand-delivery. For other meetings, 24 hours notice with "conspicuous posting" may be sufficient. In some emergency situations no notice is required. Of course the HOA rules may impose other additional standards.

Consequently, it all depends on the type of meeting, and any specific rules of the HOA.
