A neighbors 11 year old child was at my home for a birthdat party.She overflowed the toilet which caused massage damage to my home.The bathroom she was in sits on top of the garage and when she flushed it the water went everywhere. All over the carpet and pad and the ceiling of the garage. Even the electricity went out in some areas. Are her parents responsible for this damage?

No. Parents are not ordinarily responsible for the negligence of their children, particularly a child so young.
However, the parents should be contacted to see if they have homeowners insurance, as that coverage may pay for the damage if the child was a covered member of their household.
