punitive damages
I may have to sue a business in order to get them to return money for work that they didn't perform to fix a vehicle. Am I entitled to sue for punitive damages as well as for the amount that should be returned?

Generally, no. It's a contract dispute. You may be entitled to recovery of your attorney's fees in the event you prevail.
