If his last entry was without inspection, he will have to file for his green card at a U.S. Consulate abroad with a waiver. If he has entered the country without inspection twice, there is no waiver available to him. The chances of him getting a green card and a waiver approved will depend on the specific facts of his case. An immigration attorney should evaluate his options after doing a full consultation. Please feel free to contact me to discuss this matter further.
