I am a us citizen and i am going to sponser my wife we got marry here in usa and she has a visitor viza just to cross the border if she came in to the usa various times and now her viza is still current but she intends not to go back to mexico does she needs a waiver?

If she entered the US legally with a visa, then she likely does not need a waiver but it's best to have your case reviewed by an immigration lawyer to be sure.
