Legal right to photograph and sell images

I was recently asked to stop photograhing a mall construction project. I was on a public sidewalk. I refused to stop. The site manager stated that if he saw the images in any publication, I would be sued. My purpose for taking pictures was to satisfy a commercial client who wants to display the growth of Arizona in its institution. So my objective is to sell the pictures for monetary gain. If they do not provide me with a release, can I proceed with my sale anyway? What's the law on photographing and selling images in public view, taken from public land?

The answer is in your facts, and your suspicion is quite correct: photography of buildings in public view is permissible.
