Quotations
Under what circumstances can I use a quotation from a popular song on a screen printed t-shirt created for re-sale? Is it legal as long as it is a line that is in the public consciousness, or if I cite the source or only if I obtain prior consent from the artist?

The least risk is certainly seeking consent of the author but brief quotes may not be copyrightable. There are other legal considerations so you may want more specific advice by consulting, and paying for, experienced advice.
