employer asked me to relocate to run business. He brought someone else in to do this during my move process. Did not inform me until the move was complete. Is this fraudulant?

Thank you for the inquiry. Generally, a prospective employer has the absolute right to revoke an offer of employment. Further, an employer can usually terminate an employee for any reason. An employer, however, may not terminate based on race, gender, religion, national origin, disability status, or age.
If you had with the prospective employer some sort of written contract guaranteeing you a job for a specified period or until you committed cause for a termination, it is possible you might have a claim for breach of contract. Absent such a document, I think it is unlikely you would have any sort of claim.
