Can an Employer in AZ with a Paid Time Off Plan limit the number of days that can be carriedover from one calender year to the next?

As long as that is the company's policy, it would be perfectly legal. That is, as long as they informed you of this and it is not something they came up with in the middle of the year, such a policy would be fine.
