I tried to hire my ex-girlfriend's sister, had offer her the job, but 2 weeks before we had to eliminate and hire experienced analyst, so I had to rescind the offer. meanwhile she quit her job in Colorado and was ready to move to AZ, she has hired a attorney and asking me for 75k to avoid suing the company. Is this legal?

Most likely, the individual to whom you offered the job will have against you no claim for rescinding the offer. Unless the two of you signed a contract stating that she was to work for a definite period of time, you are free to terminate her at any time and for any reason (other than, e.g, reasons related to race, gender, religion, etc.). As such, if you signed no such agreement, you are free to terminate her before she begins work.
In fact, a Arizona Court of Appeals panel recently ruled an employee who loses her job before the employment begins has against the employer no claims for reimbursement of costs. As such, as long as the terms of your agreement are consistent with at-will employment, you should not be liable for the employee's claims.
