can full time employees be laid off and replaced with part time employees

Thank you for the inquiry. As long as the employer's only motivation is replacing with part-time employees full-time employees, their actions are legal. If they are discriminating on the basis of race, gender, religion, national origin, disability, age, or other such characteristic, there may be a problem. Thank you.
