Withholding last paycheck

I recently changed employers and the company I have left is refusing to distribute my last paycheck. According to my ex manager I have not returned a set of security bits that were issued to me, the only bits I have are the ones that I own. I never signed any paper for the bits or have ever seen them before. Are they actually allowed to do this? How do I go about getting paid or is it a dead end?

They cannot withhold your paycheck. I suggest that you demand, in writing, that the company make payment immediately. Also confirm that you do not have anything that belongs to the employer and if they have any evidence to the contrary, to provide you with the same.
