Can a landlord that you rent a private lot from steal your truck and 5th wheel and all belongings when you are moving out

It is generally illegal to steal anything; however it appears that there may be more to this story than is posed by the question. I am really uncertain regarding whether they removed your vehicle and fifth wheel legally or not. We would need additional information from you to figure that out. Tenants have rights which are governed by Arizona law. If the private lot is also a residential lot there are specific landlord tenant laws which govern residential rentals. If the lot was a commercial storage facility, other laws govern what a landlord can do to "lock out" the commercial tenant. There are other laws for abandoned property. Because it is unclear from your question what the circumstances were regarding the rented property or the removal of your truck and 5th wheel, it is difficult to suggest a strategy to help you get your possessions returned.
