If, as a landlord, you send a certified notice to tenant and they do not sign for the notice, what other avenues can you take to send them notice of your intent to terminate rental agreement for non payment of rent?

You serve a notice on the tenant to pay rent or quit the premises, and then you file an "unlawful detainer" action against the tenant in the local Justice Court, and sue for the rent and breach of the lease agreement.
