In order to "recover damages based upon the diminution in the fair rental value of the dwelling unit"
How do I determine the "diminution" amount on an apartment where a land lord has failed to supply heat, a bathtub that drains, and secure locks on the door?

Mutual agreement or court order. Your description suggest uninhabitability, however, so you may be entitled to full diminution in value. You should seek counsel to protect your rights.
