Knee injury in mcso

My son, while incarcerated tripped and dislocated his knee, he was taken to er but no follow up until it gave out on him some time later. He is now going through surgeries that could have been prevented if he had gotten proper medical care per the surgen. He will need another surgery and phys. therapy within another year. What can we do?
